The film is based on a government scheme of distribution of cows and bulls in under-developed rural India. A poor person lives with the dream of getting support from somewhere to support his family. And that is the dream he hopes to fulfill through a government scheme. Santoba and villagers follow the dream of such a scheme. but everyone from a photocopy-shop owner, non-governmental organisations, village panchayat, village accountant, political candidates and even so called spiritual “baba” or gurus make money off the scheme. The actual beneficiaries, however, have to run from pillar to post to get the paperwork for being selected for the scheme. They have to pay money to everyone from the agent to the village accountant and yet no one really helps them. At the end, political leaders use the scheme for their own means and the true beneficiaries like Santoba, who are hoping for a scheme, get frustrated and return home with a broken dream. and again new scheme promotion begins in village with new dream.
